The Commander of the precinct provides uniformed and non­ uniformed patrol services, walking and mobile patrol posts and special enforcement operations, within a specific geographical area. An Executive Officer shall assist the Commander and staff as designated by Division directives. Each Precinct is established for the purpose of ensuring the most efficient and effective delivery of police services.

The 4th Precinct is located in the heart of Newark's Central Ward. The district is unique in that it encompasses two political wards, West and Central. The district covers 3.4 square miles and is home to neighborhoods such as Upper and Lower Vailsburg, Ivy Hill, West Side, Fairmount, Springfield, Belmont, and University Heights, with a residential population of more than 67,000.
